I was having a conversation with my buddy regarding places for travel. I know only a few places where you can go for sure (95%) to have great condition.
Aruba December to September
Karpathos June thru September
Northeast Brazil June thru January
Do you know any other spot?

get a hydrofoil and it's pretty much always windy enough anywhere but a lake

Good and useful tread. I have heard that Dahkla Marocco is amazing - haven't been but supposedly super consistent in the windy months. Reading a lot about Sri Lanka too, windwise.
Although already mentioned, I can confirm from first hand experience that North East Brazil is definitely one of the most consistent windy places I have ever seen, especially Jeri. Wind kicks in at 11:00 am for the 9m, switch down to the 7m after lunch. Every single day. I was there in December 2016, and it was like clockwork. Couldn't move my arms at the end of the holiday.

Cabo de la Vela, Colombia: This spot is amazing, flat water, strong wind (25 knots), awesome deserts and super kind people.
Calima Lake, Colombia: Windy all year round (12 knots), flat-choppy sweet water, green mountains around and many kite schools. Len10 visited this spot.
There are other good places in Colombia to kite, if you are interested, you can read this post I just wrote about
