Have you been in Ukraine or live there more period? As Australian i think you will find there very very different mentality of those people. Think twice if it will be acceptable to you. Of course real estate there is ridiculous cheap as for you with Australian salary. But personally i think its very very different world (even from West Europe) despite also different even climate from yours. I have searched for a few years for something but it appears to get so cold i am unsure if i can be strong enough to handle it. Also issues with crym so more issues.

Might make more sense to just let me know what is most popular kitesurf citys and then i can try find paragliding sites near those and work some things out.
