I've experienced this only a couple of times, once when windsurfing and once when kiteboarding. Both occurred when there was a difference between the water temperature and air temperature, but I am not sure if that was the cause. In both cases the wind was around 11-12 knots, glassy smooth water.

Its usually current/wind interaction or schools of fish.
Where I often ride its common to see slicks when fish are schooling -often menhaden on east coast US, probably sardines in the Med.
The other common cause obviously is petroleum, whether natural oil seeps or often poorly maintained boat motors. Usually gives the rainbow sheen to the surface.
E coli etc from sewage dont usually make a visible sheen, but they can make you sick.

I actually first noticed this when my father pointed it out to me while we were fishing. You can sometimes actually notice the fishy smell of the large school below.
